SALARY: $23.84 - $33.54 DOE

REPORTS TO: F&W OBMEP Data Analyst

LOCATION: Omak, Washington

BASIC FUNCTIONS: The Fisheries Data Exchange Facilitator will be responsible for making data in the Okanogan Basin Monitoring and Evaluation Program’s (OBMEP) SQL Server 2008 database widely accessible to a number of agencies in the Columbia River Basin. This will involve working with various projects’ data from past years as well as current and future years, and maintaining the integrity of data-sharing solutions if the database structure changes (i.e. to accommodate new data collection tools). Incumbent will represent the Colville Tribes in BPA or NPCC-supported priority data management work groups such as the Coordinated Assessment and StreamNet Steering Committee. The incumbent will work with the OBMEP Data Analyst and private consultants to provide technical support for the OBMEP database environment to enable data sharing through data exchange templates and scripted processes. This may also require refactoring some attributes, restructuring tables or creating new ones, and adjusting relationships among existing tables. Regular duties will include building queries and developing outputs of OBMEP data that can be imported into other various regional data systems (i.e. NOAA’s Status, Trends, and Effectiveness Monitoring Databank), as well as inputting data when necessary. The incumbent may develop reports using SSRS, MS Excel, and Pivot tables, and will assist in the maintenance and troubleshooting of database operations. Provides training support to Colville Staff on how to use internally developed tools and regional data structures to improve their knowledge related to the recovery of anadromous fish. Additional duties include working with other projects to facilitate good data management and ensure compliance with regional standards. Some data involve working with geographic data in programs such as ArcGIS.

MINIMUM QUALIFICATIONS:
Education and Training:

  • Master’s Degree in Biology, Fisheries, Natural Resources Environmental Science, Ecology]gy, Computer Science or related discipline from a regionally accredited college or university and twenty-four (24 months) of experience with developing Microsoft SQL Server solutions or another related database such as Oracle.
  • Bachelor’s Degree in Biology, Fisheries, Natural Resources Environmental Science, Ecology]gy, Computer Science or related discipline from a regionally accredited college or university and thirty-six (36 months) of experience with developing Microsoft SQL Server solutions or another related database such as Oracle.
  • Applicant must have an advanced understanding of a relational databases and normal operations of a database system.
  • Must pass a basic skills test in Microsoft SQL Server, demonstrating their fluency with SQL code.
  • Applicant must have strong technical writing and verbal communication skills.
  • Must possess and maintain a valid State Driver’s License and be eligible for the CCT Tribe’s vehicle insurance
  • Must successfully clear an extensive criminal history background inquiry and maintain a clear record throughout employment.
  • Must be able to work effectively in a multi-cultural environment
  • Work history must reflect excellent attendance
  • Must be willing to travel for meetings, training and conference participation as necessary

Knowledge, Skills and Abilities.

  • Knowledge of GIS and related tools in ESRI program preferred.
