Coordinated Assessments for Salmon and Steelhead

Project Description

The Coordinated Assessments Project is an effort to develop integrated data-sharing for anadromous fish related data among the co-managers (state fish and wildlife agencies and Tribes) and action agencies of the Columbia Basin. The initial focus of the project is on three Viable Salmonid Population (VSP) abundance indicators for salmon and steelhead: Natural Origen Spawner Abundance, Smolt to Adult Return, and Recruit per Spawner.

Phase I: Phase I of the project was initiated in February 2010 and consisted of the development of an inventory data exchange template (DET) and a workshop in October 2010 of participating state and tribal monitoring practitioners in the Columbia Basin.

Phase II: Phase II of the project was initiated in the fall of 2010 and concluded with a workshop in September 2011. This phase was aided by the efforts of nine data technicians that worked with the Coordinated Assessments core team to document the data elements and the analytic and management flow of monitoring data used by the participating agencies and tribes. The "Columbia River Basin Collaborative Data Sharing Strategy: Salmon and Steelhead Population Abundance and Productivity Indicators" was a primary product of Phase II. The Strategy provides guidance for the achievement of five objectives that promote the overall goal of data management and sharing for the purpose of coordinated assessments.

Phase III: The project has now entered Phase III of the project. A primary goal of this Phase is to develop and implement exchange formats for the actual sharing of the three VSP indicators and/or their supporting data. The Coordinated Assessments Planning Group members are tackling these objectives:

• Complete the Basin-wide Data Sharing Strategy and submit to the Northwest Power and Conservation Council, Bonneville Power Administration, and the Independent Science Review Panel.
• Develop a prioritized list of projects that support the goals and objectives outlined in the Strategy.
• Establish the capability to submit and share data in DET format for a set of populations that are considered “low hanging fruit”.
• Refine the roles for the Coordinating Assessments Planning Group and core team and participating agencies.
• Set up a process for supporting future CA activities including DET development, DET pilot testing, initiation of routine sharing of initial indicators, and expanding to other metrics beyond the original three VSP indicators.

Project Team

This project is being conducted through in-kind contributions of the Coordinated Assessments Planning Group, a sub-group of the Data Management Leadership Team. The project is lead by Tom Iverson, Bruce Schmidt, and Jen Bayer. The Planning Group participants include: Kasey Bliesner, Tom Cooney, Brodie Cox, Cedric Cooney, Henry Franzoni, Russell Scranton, Dan Rawding, Lance Hebdon, Jay Hesse and Mari Brick.

2013 Coordinated Workshop

The next Coordinated Assessments Workshop will be held on June 4, 2013 from 8:00 am until 4:00 pm in Portland, Oregon. The focus of the workshop will be to share revisions and updates to the individual Data Sharing Strategies that were originally drafted in Fall 2011.

Coordinated Assessments Project Moves into Phase V

The focus of the next few months for the CA Project will be to revise and update the individual Data Sharing Strategies that were originally drafted in Fall 2011. There is a need to demonstrate explicit work plans (tasks, budgets and timelines) for each entity to begin sharing the 4 VSP indicators in order to perform outreach to various funding sources to expedite implementation of the Collaborative Data Sharing Strategy.

Data Exchange Standard v1.0....Let's start the VSP exchange!

The Coordinated Assessments Working Group approved the DET at the Phase III workshop in Portland, July 12th pending minor changes and final vetting by the Coordinated Assessments Planning Group (CAPG). It has been updated and provided final approval by the CAPG and is now ready for use, with a new and more appropriate name, the data exchange standard (DES). The final version is available at http://www.pnamp.org/document/4044.

Each of the participating agencies and tribes are welcome to begin compiling these data as you are able to. StreamNet has set up a database to accumulate any of these data that are provided. This approach is a transitional solution until all participants are able to move toward establishing web service feeds within a network approach. StreamNet project leaders in each state are available to assist and may be able to work with you,in some cases, to funnel these data through their systems once data sharing agreements are established. We are still able to adjust the DES to improve its clarity and utility, but changes will need to go through a revision process that includes the DES Development team and approval of the CAPG.
